يمكن أن تحقق استثمارات بقيمة 10 مليارات درهم إماراتي عائدًا يزيد عن 12 ضعفًا بحلول عام 2030

دبي، الإمارات العربية المتحدة16 يناير / كانون الثاني 2023/PRNewswire/ —  أعلن بنك ستاندرد تشارترد اليوم عن إطلاق أحدث تقرير بعنوان “اقتصاد التكيف” والذي يبحث في الحاجة إلى التكيف مع المناخ. وكشف التقرير أن استثمار 10 مليارات درهم في التكيف المناخي لتحمل الأضرار المناخية المتوقعة يمكن أن يساهم بأكثر من 100 مليار درهم في الناتج المحلي الإجمالي للدولة بحلول عام 2030.

ويضم البحث 10 أسواق عالمية بما في ذلك الإمارات العربية المتحدة والهند والصين وباكستان، كما يسلط الضوء على أن عدم اتخاذ الإجراءات اللازمة قد يكلف مليارات من الأضرار المناخية وخسارة في نمو الناتج المحلي الإجمالي خلال هذا العقد. والجدير بالذكر أنه في حال عدم توفير الحد أدنى من الاستثمار والذي يبلغ 110 مليار درهم إماراتي، قد تصل الأضرار المتوقعة بما في ذلك النمو المفقود في الناتج المحلي الإجمالي لأكثر من 1 تريليون درهم إماراتي عبر الأسواق التي ضمتها الدراسة.

وتفترض الدراسة أن العالم قد نجح في الحد من ارتفاع درجات الحرارة إلى 1.5 درجة مئوية، بما يتماشى مع اتفاقية باريس. وفي سيناريو 3.5 درجة مئوية، يتطلب الحد الأدنى المقدر للاستثمار أكثر من الضعف ليصل إلى 225 مليار درهم إماراتي وتتصاعد الخسائر المحتملة بشكل كبير إذا لم يتم الاستثمار في التكيف المناخي. و تشمل أمثلة مشاريع التكيف مع المناخ إنشاء حلول لحماية الحواجز الساحلية للمناطق المعرضة للفيضانات، وتطوير محاصيل مقاومة للجفاف وأنظمة إنذار مبكر ضد الكوارث الطبيعية الوشيكة.

  الهند هي الأكثر استفادة من الاستثمار في التكيف

من بين الأسواق العشرة التي شملنها الدراسة، من المتوقع أن تكون الهند الأكثر استفادة من استثمار التكيف، حيث سيتطلب سوق الهند حوالي 40 مليار درهم لتفادي خسارة بقيمة 500 مليار درهم تتمثل في الأضرار المناخية وفقدان النمو في الناتج المحلي وذلك في سيناريو الاحترار 1.5 درجة مئوية – أي ما يعادل عائدًا يبلغ ثلاثة عشر إلى واحد للاستثمار في الاقتصاد الهندي في التكيف مع المناخ.

  وفي الوقت نفسه، يمكن للصين تجنب التكلفة التقديرية البالغة حوالي 410 مليار درهم إماراتي من خلال استثمار ما يقارب 30 مليار درهم فقط. ويمكن أن تتجنب كينيا، التي تتطلب أقل استثمار ضمن الدول التي ضمتها الدراسة، تكاليف تقدر بنحو 8 مليارات درهم من خلال استثمار 730 مليون درهم في التكيف.

 

قضية التكيف

حتى إذا تمكنت دول العالم من تحقيق أهداف اتفاقية باريس، يجب اتباع تدابير للتكيف مع تغير المناخ جنبًا إلى جنب مع أجندة إزالة الكربون العالمية، حيث يلعب القطاع المصرفي دورًا حاسمًا في تحرير التمويل.

  ويمثل الاستثمار المطلوب للتكيف البالغ 110 مليار درهم وهو أكثر بقليل من 0.1% من إجمالي الناتج المحلي السنوي المجمع للأسواق العشرة في الدراسة وأقل بكثير من 347 تريليون درهم التي تتطلبها الأسواق الناشئة للانتقال إلى صافي صفر باستخدام تدابير التخفيف.

Strengthening Sustainable Advantages to Accelerate High-quality Development and Achieve “Dual Carbon” Goals
