Célébration de la fête du travail et des travailleurs

Le Burundi a célébré la fête du travail et des travailleurs lundi le 02 mai 2022. Au niveau national les cérémonies se sont déroulées au stade Umuco de la province Muyinga et étaient rehaussées par le couple présidentiel. Les festivités ont débuté par une prière interconfessionnelle d’action de grâce.

Au nom des travailleurs, Célestin Nsavyimaba, président de la confédération des syndicats du Burundi COSYBU a remercié le Chef de l’Etat pour la mise en place des cadres de dialogue social. Il a demandé au gouvernement d’octroyer suffisamment de moyens à ces cadres de dialogue pour une plus grande efficacité. Il a plaidé pour le respect des engagements pris dans ces cadres de dialogue social.

Le président de la Cosybu a demandé au gouvernement de suspendre la mesure de limitation des espaces de travail des motos, vélos et tuk-tuk en mairie de Bujumbura parce que c’est une mesure qui a eu des conséquences néfastes sur la vie des travailleurs. La Cosybu souhaite qu’il y ait chaque fois une concertation avant la prise de mesures ayant un impact sur les travailleurs.

La Confédération des syndicats du Burundi COSYBU salue l’adoption de la politique salariale par le gouvernement. Évoquant la revalorisation de la pension pour les retraités, la Cosybu demande au gouvernement que tous les pensionnés soient traités de la même façon.

Pour la Cosybu, en attendant la mise en œuvre effective de la politique salariale, les travailleurs des entreprises parapubliques devraient bénéficier des annales et primes comme c’était le cas avant leur gel au début de l’année 2016.
Prenant la parole, le Chef de l’État Evariste Ndayishimiye a d’abord félicité les burundais pour la fête du travail et des travailleurs. Il a invité les burundais à s’atteler au travail pour augmenter la production et le rendement.

Dans son discours, le chef de l’État s’est exprimé sur les préoccupations exprimées par le représentant des travailleurs. Concernant la pénurie de certains produits dits stratégiques et très recherchés comme le ciment, le sucre, les fertilisants, le chef de l’État a fait savoir que la demande de ces produits a beaucoup augmenté ces derniers temps. La solution envisagée est la construction de nouvelles usines afin d’augmenter la production et satisfaire cette demande croissante.

Le Chef de l’État Evariste Ndayishimiye invite le président de la COSYBU à une rencontre d’échanges, ce qui permettra de trouver des réponses à différentes questions exprimées.

A Muyinga, les cérémonies de la fête du travail et des travailleurs se sont clôturées par la remise de certificats de mérite et des enveloppes aux coopératives ou individus qui se sont démarqués dans les activités de développement.

Parmi ceux qui ont été primés, nous pouvons citer entre autres le collectif des coopératives de la province Kayanza, la coopérative Sangwe en commune Mukike, le comité qui était chargé de la réhabilitation du marché de Kamenge qui avait été ravagé par un incendie.

Parlant de la limitation des espaces de travail des motos, vélos et tuk tuk, le chef de l’Etat a dit que la Constitution du Burundi montre les droits et obligations des citoyens. Il précise que la liberté de chacun s’arrête là où commence celle de l’autre. Par ailleurs a dit le chef de Etat, le gouvernement ne peut pas accepter que des gens continuent de mourir en grand nombre alors qu’il n’y a pas de guerre au Burundi.

A Bujumbura, les cérémonies se sont déroulées au stade Intwari et ont été rehaussées par la présence du Président de l’Assemblée nationale Daniel Gélase Ndabirabe. Il était porteur du message à la nation du Chef de l’Etat burundais sorti à la veille de la célébration cette journée du travail et des travailleurs.

Citiboke: l’Ombdsman burundais assiste le centre de santé de Kaburantwa

L’Ombudsman burundais Edouard Nduwimana a octroyé mardi 3 mai 2022, une aide au centre de santé de Kaburantwa en commune Buganda de la Province Cibitoke composée de matériel médical : une machine couveuse, un monitoring d’anesthésie et un microscope.

Edouard Nduwimana a fait savoir qu’il pose ce geste charitable dans le but d’encourager et soutenir les sœurs de la congrégation de la sainte Bernadette responsables de ce centre de santé ainsi que le personnel de ce centre de santé.

Vivine Nizigiyimana Directrice du centre de santé de Kaburantwa a remercié vivement l’ombudsman burundais pour cet acte charitable et a fait savoir que c’est un ouf de soulagement pour les mères qui mettent au monde des prématurés dans ce centre de santé et qui, au paravant se déplaçaient dans d’autres hôpitaux pour avoir accès à des couveuses.
Elle a saisi cette occasion pour demander d’autres soutiens en matériel dont des matelas, des lits sans oublier un appareil d’anesthésie étant donné que ce centre de santé accueille beaucoup de patients, a souligné Nizigiyimana Vivine.

L’ombudsman burundais Edouard Nduwimana a par la suite tenu une réunion au Chef lieu de la Province Cibitoke à l’endroit des responsables des différents services socioprofessionnels de la Province. Cette réunion avait pour objectif de soutenir les habitants de cette province dans leurs travaux et renforcer la cohésion sociale. Edouard Nduwimana a aussi présenté le coordonnateur de la région ouest du Burundi Tharcisse Havyarimana.

Cette réunion était également pour l’ombudsman burundais l’occasion d’expliquer aux participants la mission de l’institution de l’ombudsman, celle d’analyser les plaintes, assurer la médiation entre les citoyens et mener des enquêtes sur les violations des droits des citoyens par les autorités, a précisé Edouard Nduwimana, ombudsman burundais.

Le représentant de l’institution de l’ombudsman dans la région Ouest Tharcisse Havyarimana représentera l’ombudsman dans les provinces Bujumbura, Bubanza, Cibitoke et Bujumbura Mairie.

Affaire Olègue : mérite-t-il la prison ?

Le rappeur Olègue Baraka vient de passer trois semaines sous les verrous pour « outrage aux bonnes mœurs ». Pour un expert en droit pénal, le parquet a outrepassé la loi. Et les faits manquent l’intention d’attenter aux bonnes mœurs.

Une courte vidéo annonçant son concert de Pâques, le chanteur en tenue épiscopale en compagnie d’une jeune fille en tenue de religieuse trémoussant ses fesses, est à l’origine de l’incarcération du rappeur Olègue, 20 ans, depuis le 15 avril dernier.
Auparavant accusé de « blasphème contre l’Eglise catholique », il sera transféré à la prison de Mpimba, le 25 avril dernier, pour « outrage aux bonnes mœurs ».

L’expert en droit pénal, Laurent Nzosaba, estime que les faits tels que vus dans la vidéo ne présentent pas l’intention d’attenter aux bonnes mœurs. « Quand bien même l’infraction serait retenue, le chanteur n’encourt pas une peine d’emprisonnement. C’est contraire au principe de la légalité des délits et des peines», fait-il remarquer.

Ce professeur d’université fait savoir que l’outrage aux bonnes mœurs est prévu et puni par le Code pénal burundais en son article 587 : « Quiconque a exposé, vendu ou distribué des chansons, pamphlets ou autres écrits imprimés ou non, des figures, images, emblèmes ou autres objets contraires aux bonnes mœurs, est condamné à une amende de cinquante mille à cent mille francs burundais. »

Idem pour l’article 588 : « Quiconque a publiquement outragé les mœurs par des actions qui blessent la pudeur est puni d’une amende de cinquante mille francs à cent mille francs ».

Pour cet ancien doyen de la faculté de droit à l’Université du Burundi, le chanteur Olègue ne mérite donc pas d’être emprisonné. Le parquet a outrepassé la loi pénale, assure-t-il.

Un jeune « simplement à la recherche de vues »

Après l’arrestation de l’artiste, le 15 avril, dans la foulée de la diffusion de sa courte vidéo, les réactions sur les réseaux sociaux ont fusé. Sur Twitter notamment, certains condamnaient un ‘’comportement odieux, offensant l’Eglise catholique, surtout la veille de la fête de Pâques’’. Le passage qui a le plus choqué, l’artiste appelant le public à venir nombreux, en tapotant les fesses de la jeune fille déguisée en religieuse : « Je vous ai amené les bonnes sœurs de Rome, il y aura pleines de bénédictions… » D’autres y voyaient plutôt une simple promotion de son concert adapté au contexte de la célébration de Pâques, le surlendemain.
Malgré ces opinions divergentes, nombreux sont ceux qui s’accordent sur une simple « recherche de visibilité », qui n’a nullement l’intention de blesser la sensibilité religieuse de qui que ce soit.

Ce n’est pas la première fois que le jeune rappeur Olègue est incriminé pour atteinte aux bonnes mœurs. En octobre 2019, il a été appréhendé et a passé une semaine en prison pour « violation grave des bonnes mœurs » à cause de sa chanson « Délégué général », qui parlait de l’usage de la drogue et de la prostitution dans les écoles. Il a dû présenter publiquement des excuses devant les caméras pour être relâché.

Menotté, il avait déclaré, devant un parterre de journalistes invités par le porte-parole du ministère de la Sécurité publique, Pierre Nkurikiye, que ses amis lui ont menti en l’incitant à produire ce clip pour être célèbre. «Au départ, je n’y voyais aucune faute. Je n’étais pas conscient des conséquences. C’est l’adolescence. J’ai été induit en erreur par mes amis. Je ne referai plus cela», avait regretté Olègue Baraka.

تم تصميم إطار العمل المقترح بالتعاون مع منظمة الطيران المدني الدولي (ICAO) التابعة للأمم المتحدة، وهذا الإطار سيزيل مصادر الالتباس والارتباك في السفر الدولي التي تواجه الركاب والناقلين والحكومات وذلك من خلال إنشاء مورد واحد وواضح ومحدَّث أولا بأول عبر الإنترنت يحدد متطلبات الدخول لجميع الدول المشاركة.

سيتم تقديم هذه السياسة إلى الجمعية العامة لمنظمة الطيران المدني الدولي ( ICAO) بهدف الحصول على موافقة من الدول الأعضاء في أكتوبر من هذا العام.
