Weekly Bulletin on Outbreaks and other Emergencies: Week 39: 19 – 25 September 2022

This Weekly Bulletin focuses on public health emergencies occurring in the WHO African region. This week’s articles cover:

  • Ebola Virus Disease caused by Sudan virus in Uganda
  • Monkeypox in the WHO African Region
  • Acute Renal illness in the Gambia

For each of these events, a brief description, followed by public health measures implemented and an interpretation of the situation is provided.

A table is provided at the end of the bulletin with information on all new and ongoing public health events currently being monitored in the region, as well as recent events that have been controlled and closed.

Major issues and challenges include:

  • Uganda has reported an outbreak of Ebola virus disease caused by the Sudan virus, four years after the Country reported an ebola outbreak and ten years after reporting a similar strain. Although the country has developed an increased capacity to respond to Ebola disease outbreaks over recent years, the current extent of this outbreak is yet to be determined as it was detected almost three weeks later when the disease might have already spread and generated secondary or tertiary cases. There is also need for more resources as the country is concomitantly engaged in responding to multiple other emergencies. Moreover, in the absence of licensed vaccines and therapeutics for prevention and treatment of SVD, the risk of potential serious public health impact is direly high.
  • Two new monkeypox cases were reported in Africa in the past week compared to six in the previous week. Eleven countries have confirmed monkeypox outbreaks in Africa from January to August 2022. In the past week, one new case and two deaths were reported from a previously affected country (Cameroon) and one case from a newly affected country (Sudan). WHO AFRO is providing necessary support to improve surveillance and laboratory capacity, including genomic surveillance in affected countries.
  • The Gambia is experiencing an acute kidney injury (AKI) outbreak of unknown aetiology among children, identified at a Teaching Hospital since early August this year. Retrospective analysis of hospital records revealed additional cases, with the index case traced to 4 July 2022. Cases are reported from six out of seven health regions for the country. Stool samples from some cases tested positive for Escherichia Coli (E.coli) bacteria and toxicology investigations of two samples of medicines taken by children with AKI were found to contain ethylene glycol, and diethylene glycol plus ethylene glycol, respectively. Based on the available evidence, the event has been classified as acute kidney injury secondary to E. coli infection, compounded by toxins contained in medicines. However further epidemiological and laboratory investigation are urgently required to better identify the aetiology and contributory factors and therefore this is subject to change when more information becomes available.

Statut des officiers de l’armée : les mariages inter-catégories et binationaux interdits

Devant l’Assemblée nationale ce 28 septembre, le ministre de la Défense nationale a souligné l’interdiction de mariage entre les militaires de différentes catégories et d’un militaire avec un partenaire de nationalité étrangère ou de double nationalité. Des députés divergent sur la légalité de cette mesure.

« Il serait dangereux à l’armée qu’un officier entretienne des relations avec un militaire féminin de catégorie différente. Cette dernière va développer un comportement d’insubordination et de mépris envers ses supérieurs de grade inférieur de celui de son mari », a expliqué Alain Tribert Mutabazi, ministre de la Défense Nationale et des Anciens Combattants, lors de la présentation du projet de loi portant modification du statut des officiers de la force de défense nationale burundaise (FDNB).

Selon lui, certains officiers pourraient user de leur responsabilité et développer des comportements d’abus et d’exploitation sexuels : « Cela pourrait développer une indiscipline notoire et un problème grave au niveau des principes militaires et au niveau du commandement ».

Il rappelle que le mariage inter-catégorie enfreint aux normes de l’armée et à la discipline militaire. Pour lui, la relation à l’armée est d’ordre professionnel et est caractérisée par le respect strict de la hiérarchie.

Le ministre de la Défense nationale indique que les mariages non inter-catégories dont des mariages entre officiers, entre sous-officiers et entre militaires de rang sont plutôt encouragés.

Selon Alain Tribert Mutabazi, les mariages binationaux sont aussi interdits dans l’armée burundaise : « Pour le principe sacré de garder le secret militaire et la confidentialité, un officier ne peut pas se marier avec un Burundais ayant une double nationalité, de peur que ce dernier puisse être tenté de divulguer les secrets militaires ou être utilisé par l’autre nation ». Pour lui, cela engage la protection de la nation et de sa souveraineté.

Pour que les forces de défense nationale aient des officiers patriotes, ajoute-t-il, tout officier qui prendra une autre nationalité sera renvoyé de l’armée nationale immédiatement.

« L’interdiction de ces mariages viole la constitution »

Pour le député Agathon Rwasa, l’interdiction des mariages inter-catégories et binationaux viole la constitution : « La Constitution autorise toute personne à se marier. En matière d’amour, chacun se marie avec une personne qu’il veut sans tenir compte des autres considérations. Cela engage le respect des droits de l’Homme ».

Il rappelle l’article 19 de la Constitution stipule que les droits et devoirs proclamés et garanties par les textes internationaux relatifs aux droits de l’Homme régulièrement ratifiés font partie intégrante de la Loi fondamentale. Pour lui, nulle part n’est mentionné qu’il est interdit de se marier avec une personne d’une nationalité étrangère ou de double nationalité.

Et de signaler que la Constitution interdit seulement le président de la République, le président de l’Assemblée nationale et celui du Sénat d’avoir la double nationalité.

Le président de l’Assemblée nationale, Daniel Gélase Ndabirabe, nuance : « Les mariages inter-catégories peuvent causer l’insécurité pour le pays. Ce n’est pas une question de droits de l’Homme, mais d’incompatibilité ». Pour lui, interdire les mariages des officiers avec les étrangers est une façon de protéger le pays.

Le député Rédempteur Gahitira salue l’interdiction des mariages inter-catégories dans l’armée. Il suggère que des mariages entre les militaires de la même catégorie soient aussi interdites « pour l’intérêt et l’encadrement de la famille ».

New Members Elected to IAEA Board of Governors

Eleven countries have been newly elected to serve on the 35-member IAEA Board of Governors for the 2022–2023 period. The election took place on Thursday, 29 September, at the plenary session of the 66th IAEA General Conference.

The newly elected Board members are the following: Brazil, Bulgaria, Costa Rica, Denmark, Kenya, Namibia, Qatar, Saudi Arabia, Singapore, Türkiye and Uruguay.

For the 2022–2023 period, the new composition of the 35-member IAEA Board will be as follows: Argentina, Australia, Brazil, Bulgaria, Burundi, Canada, China, Colombia, Costa Rica, the Czech Republic, Denmark, Finland, France, Germany, Guatemala, India, Ireland, Japan, Kenya, the Republic of Korea, Libya, Namibia, Pakistan, Qatar, the Russian Federation, Saudi Arabia, Singapore, Slovenia, South Africa, Switzerland, Türkiye, the United Kingdom of Great Britain and Northern Ireland, the United States of America, Uruguay and Viet Nam.

The Board of Governors is one of the two policy-making bodies of the IAEA, along with the annual General Conference of IAEA Member States. The Board will meet on Monday, 3 October, to elect its officers.
