GAF committed to upholding Ghana Gender Policy – Col Wumbei


Colonel Dr. Mohammed Wumbei, Command Logistics and Gender Advisor at the Army Training Command, has underscored the Ghana Armed Forces’ (GAF) loyalty in upholding the Ghana Gender Policy.

He said because of the policy enacted in 2015, the GAF had developed its own gender policy to prompt a review of existing regulations within the GAF to promote gender equality within its ranks.

Col. Wumbei said their language has evolved to be more gender-sensitive, indicating that all officers were referred to as soldiers.

Col Wumbei made the commitment in an interview with the media in Sunyani at the last day of a nationwide sensitization campaign, organized by the Kofi Annan International Peacekeeping Training Centre (KAIPTC) in partnership with the GAF with support from the Elsie Initiative Fund.

The campaign aimed at educating senior high and tertiary institutions and other selected institutions about the various career opportunities available within the GAF and to dispel stereotypes and misconceptions surrounding
military careers.

The beneficiary students of the campaign were from Sunyani Senior High School, St. James SHS and Seminary, Odomaseman SHS, Notre Dame Girls SHS and Berekum SHS.

Col. Wumbei said Ghana had committed to various international protocols to promote gender equality and equity, additionally, the constitution prohibited discrimination based on gender, colour and race.

He said in recent years, GAF had observed a disparity between the number of females recruited and the national female population and as a result, efforts were being made to increase female representation, while the United Nations Security Council Resolution 1325, also called for increased female participation in peacekeeping operations worldwide.

Col. Wumbei said the military as an institution had its own set of values, customs, and traditions that were actively working to facilitate increased female participation in decision-making processes.

He said there had been several high-profile promotions of female officers, a feat that w
as previously unattainable, ‘We did not have any female generals in the past, but now we could boast of about five’, he indicated.

Colonel Wumbei mentioned that after engaging with senior high schools, the military would extend its outreach to the public, acknowledging that traditional values and customs had perpetuated certain stereotypes, but through education such barriers could be overcome.

Mrs. Adelaide Ekua Otoo, Senior Programmes Officer of the Women Youth Peace and Security Institute, KAIPTC, said the institute enthusiasm in promoting the implementation of United Nations Security Council Resolutions 1325 on women, peace, and security, and 2250 on youth, peace, and security.

She said the resolutions would enhance women’s participation in peace and security matters, particularly in peacekeeping operations since the goal was to ensure that women were actively involved in peacekeeping efforts.

Mrs. Otoo stressed the importance of women participation of the Ghana Armed Forces peacekeeping operations to
encourage young girls to join the armed forces, specifically through combat and combat support units to provide them with valuable opportunities in building a successful career within the Armed Forces.

She said by joining the military, the young girls have the potential to progress through the ranks and eventually attain leadership positions as uniformed women to play significant roles in decision-making processes related to peace and security in the country and on the continent.

As part of the sensitization campaign, participants were sensitized on gender stereotypes and biases, general eligibility for cadets, soldiers, recruitment of soldiers in the Army, Navy, and Air Force, as well as the units and requirements of the Ghana Army.

CAGD gets new Controller General


President Nana Addo-Dankwa Akuffo- Addo has appointed a new Acting Controller and Accountant-General to head the Controller and Accountant-Generals Department (CAGD) following the resignation of Mr. Kwasi Kwaning-Bosompem.

Mr. Kwasi Agyei, the New Acting Controller and Accountant-General, assumed office on Monday April, 15, 2024.

Mr. Kwasi Kwaning-Bosompem, the immediate past Controller and Accountant-General, at a short handing over ceremony, was excited that a new Acting Controller General had been appointed from within the Department.

He said this would serve as a motivation for staff of the Department, that through hard work, dedication and integrity one could rise to the top.

Mr. Kwaning-Bosompem said he had enjoyed massive support from staff of the Department right from top management to the least person and was very thankful for this gesture.

He said under his leadership, the Department had seen massive improvement and major technological transformation to the admiration of many stakeholders espe
cially in the areas of Payroll, National Accounts and Public Financial Management policies and programs.

He thanked President Nana Addo-Dankwa Akuffo Addo, the Chairman of the Head of Service and Public Service Commission, and all staff of the Department for their support and the opportunity given him to serve the nation through the CAGD.

Mr. Kwasi Agyei, the new Acting Controller and Accountant-General, thanked the immediate past Controller for his exceptional leadership from which he had learnt a lot.

He also thanked President Nana Akuffo Addo, Mr Mohammed Amin Adam, the Minister for Finance, for the opportunity to serve the nation in this capacity.

‘I am fully aware of the responsibilities and challenges that lies ahead as the new Acting Controller and Accountant General, and will therefore need the support and dedication of all staff of the Department,’ he added.

Mr. Kwasi Agyei said the success of every organisation depended largely on the happiness and well- being of staff, hence the welfare of the
staff was paramount to him.

He assured staff that he would create a work environment that fostered growth, recognised achievements and prioritised employee welfare to maintain high productivity and achieve goals.

Mr. Kwasi Agyei urged all staff to support him to make CAGD a better place for all.

Mr. Wisdom Komlan Messan, the Deputy Controller in charge of Audit and Investigations, on behalf of management, thanked the immediate past Controller for his exceptional leadership.

He assured Mr. Kwasi Agyei of their support.

Mr. Kwasi Agyei comes to the office with over 20 years wealth of experience in the public sector.

Until his appointment as the new Acting Controller and Accountant General, he was the Deputy Controller and Accountant-General in-charge of Treasury.

Mr. Kwasi Agyei is a Chartered Accountant and a member of the Institute of Chartered Accountants, Ghana.

He holds a Master of Science (MSc) Degree in Accounting and Finance, and International Master of Business Administration (MBA).

He also ho
lds a Bachelor of Arts (Hons) Degree in Accounting and Economics.

Mr. Agyei has served on various Boards including the Ministerial Advisory Board of the Ministry of Finance, the Ghana Road Fund Management Board and the Railway Development Fund Committee.

He has also held several positions in different organisations including Director of Finance at the Ministry of Energy, Director of Accounts at the Ministry of Petroleum, Head of Finance at the Food and Drugs Authority and Chief Treasury Officer at the Ministry of Finance.

Nigeria: Business mugul, Cubana Chief priest granted N10m bail amid Naira abuse trial

The Federal High Court in Lagos State, Nigeria has granted bail to businessman Pascal Okechukwu, famously known as Cubana Chief Priest.

The court presided over by Justice Kehinde Ogundare, sanctioned a bail sum of N10 million alongside two sureties.

Cubana Chief Priest’s appearance before the court follows allegations of tampering and abusing the national currency, the naira, during a social event held at the prestigious Eko Hotel on February 13, 2024.

The charges levied against him are in direct violation of the Central Bank Act of 2007, according to details gleaned from Punch Newspaper.

During the proceedings, Cubana reportedly entered a plea of not guilty to the charges brought against him, vehemently denying any wrongdoing in the alleged incident.

However, the prosecution maintains that Cubana Chief Priest engaged in the act of ‘spraying’ the naira, an action deemed illegal under Nigerian law.

This legal development comes hot on the heels of a similar case involving another notab
le personality.

Just days prior, the Economic and Financial Crimes Commission (EFCC) secured a conviction against popular cross-dresser, Idris Okuneye, more commonly known as Bobrisky, on analogous charges of abusing the national currency.

Bobrisky was handed a six-month prison sentence in connection with his actions.

Mfoundi: SDO bans Municipal Police controls after commercial bike interception turns bloody

The Senior Divisional Officer of Mfoundi, Emmanuel Mariel Djikdent has halted the routine road control operation by municipal agents in Yaounde after a commercial bike interception turned fatal, resulting in the loss of two lives.

The incident occurred when municipal agents attempted to confiscate a motorcycle, leading to a confrontation that ended in tragedy.

According to reports, the fatal clash unfolded when municipal agents from Yaoundé 1 stopped a motorcyclist for an alleged violation. Demanding an exorbitant fine, the agents refused to release the motorcycle despite the driver’s offer of a lower amount.

As tensions escalated, the motorcyclist attempted to evade the control, ultimately colliding with a truck belonging to the company SUPERMONT.

The collision claimed the lives of both the motorcyclist and his passenger, sparking outrage among the community, particularly commercial bike riders.

Responding to the incident, the SDO of Mfoundi, issued a directive halting all road contr
ol activities by municipal agents.

Djikdent emphasized that public safety and order are the responsibility of law enforcement agencies, not municipal authorities. He condemned the incident, stressing the need to avoid such tragic occurrences in the future.

Tensions between municipal agents and commercial bike riders are not uncommon, with accusations of extortion and lack of discipline on both sides.

While municipal agents cite issues of non-compliance and unregulated operation by mototaxi drivers, the latter often express grievances regarding excessive fines and harassment.
