The Secretary of State for Local Authorities, Fernando da Paixão, reaffirmed, this Wednesday, in Huambo, the Angolan Government’s commitment to promoting the decentralization of public services in communities.

The official was speaking during the ceremony to hand over the Huambo Media Library to the local government, by the Ministry of Telecommunications, Information Technologies and Social Communication.

Fernando da Paixão highlighted that the Angolan Executive’s understanding is that public services should be provided where the Administration is closest to the population, for greater efficiency of actions.

He said that the handover of the Media Library to the management of the Government of the province of Huambo is the result of the general regime of delimitation and deconcentration of powers, which aims to ensure more effective coordination between the central and local administrations.

He added that by handing over media libraries to local governments, it is being ensured that they are not just phys
ical institutions, but dynamic centers of learning and innovation.

In turn, the national director of Telecommunications and Information Technologies, Matias Borges, said that media libraries represent a place where art, science and technology give young people and children the opportunity to fit into a more social, professional and digital world.

He hoped that the project handed over to local management would be looked after with care, asking that all necessary attention be given so that young people would find the opportunity to learn and enjoy their free time today and in the future.

In turn, the vice-governor of the province of Huambo, Angelino Elavoco, highlighted that, upon officially receiving responsibility for managing the local Media Library, it is important to express a firm commitment to working to expand the scope of the services offered, with a special focus on the digitalization of resources and bibliographic collections.

He said that the Government of the province of Huambo wants to transfo
rm the space into an increasingly modern and accessible infrastructure, promoting the massification of digital literature at the population level and ensuring that more citizens can benefit from the available resources.

Angelino Elavovo believes that digitalization will facilitate remote access to materials, as well as encourage the use of technologies and strengthen the integration of the community with knowledge and culture,

The director of the Angolan Media Library Network (REMA), Juliana Panzo, suggested that a detailed survey of the physical conditions of the infrastructure be carried out, to ensure greater security and the functioning of the space.

He asked for additional staff, as a media library needs at least 30 employees and currently there are only 22 in the institution.

Opened in February 2014, the Media Library has, among other areas, reception, leisure, research, children’s, youth, administrative, conference, training, reading, reprographic, cinema, audiovisual and video games areas.
