Célébration de la semaine mondiale de l’entrepreneuriat

Du 19 au 21 septembre 2022, dans la salle de réunions du bureau provincial de l’environnement, de l’agriculture et de l’élevage de Kirundo, le ministère de l’intérieur, du développement communautaire et de la sécurité publique (MIDCSP) via la direction de la promotion de l’économie locale, coopératives et entrepreneuriat, a organisé un atelier de renforcement des capacités à l’endroit des administratifs à la base et aux acteurs locaux du développement local sous le thème « Entrepreneuriat Responsable dans nos communes » en vue de célébrer la semaine mondiale de l’entrepreneuriat.

La semaine mondiale de l’entrepreneuriat célèbre chaque année, au mois de novembre, l’entrepreneuriat et ses acteurs. Cette année, le Burundi s’est joint au monde entier pour la célébrer sous le thème : « Entrepreneuriat Responsable dans nos communes ». Dans cette optique, le MIDCSP a organisé un atelier de renforcement des capacités à l’endroit des administratifs à la base et aux acteurs locaux du développement local dans la province Kirundo.

Comme l’a fait savoir Nindorera Lisette, le directeur de la promotion de l’économie locale, coopératives et entrepreneuriat au MIDCSP, l’objectif de l’atelier était d’échanger avec les différents acteurs du développement local sur les projets d’entrepreneuriat réalisés en vue de les inviter à promouvoir un entrepreneuriat responsable produisant un impact positif sur l’environnement et dans la communauté. Elle a indiqué que les mêmes acteurs avaient été formé sur la notion d’entrepreneuriat mais, que ces derniers devraient également mettre en œuvre des projets qui respectent l’environnement et qui servent d’exemple pour la communauté où ils sont exécutés.

Selon elle, la province de Kirundo a été choisie du fait qu’elle est souvent confrontée à des aléas climatiques tels que le déficit hydrique ou les pluies diluviennes, mais aussi parce qu’elle regorge beaucoup d’atouts qui pourraient produire un impact positif s’ils étaient bien exploités comme les différents lacs qui pourraient faciliter l’irrigation.

Nkurunziza Désiré, conseiller à la direction de la promotion de l’économie locale, coopératives et entrepreneuriat qui a facilité la formation, a fait savoir que les enseignements étaient focalisés sur la manière de promouvoir un esprit d’entrepreneuriat responsable ayant un impact positif sur la communauté et l’environnement et comment faire la suivi-évaluation des projets.

Pour lui, la coopérative est un pilier du développement et doit entreprendre de façon responsable et servir d’exemple aux membres et à la communauté en général. Il a indiqué que pour produire de résultats, la mise en œuvre des différents projets doit être accompagné d’une suivi-évaluation avant le démarrage, pendant et après l’exécution.

Il a appelé les acteurs du développement local ayant participé à l’atelier de vulgariser les connaissances acquises aux membres des différents groupements communautaires et à communiquer régulièrement en vue de rendre compte à temps ce qui facilite un suivi régulier à chaque niveau.

Les participants se sont montrés satisfaits des connaissances bénéficiées et ont affirmé avoir échangé avec leurs pairs des expériences quotidiennes qui vont leurs permettre d’améliorer leurs projets en vue d’une meilleure productivité. Ils ont demandé au gouvernement de renforcer leur accompagnement.

Notons que les activités se sont clôturées par une visite d’échange d’expérience pratique dans les champs de la coopérative Sangwe Murama en commune Kirundo où ils ont partagé des expériences sur la culture du maïs et l’aménagement des champs de culture.

COVID-19 vaccination in the WHO African Region – Monthly Bulletin, August 2022

As of 4 September 2022, a total of 235 million people in the African Region had completed the primary COVID-19 vaccination series, representing 20.3% of the Region’s population. Two countries in the African Region have surpassed the target of 70% of their population fully vaccinated: Mauritius (75.3%) and Seychelles (76.3%).
Following a quality control of data conducted at country level in Rwanda, the percentage of people who have completed the primary series has been found to be below 70%. Eight countries have recorded a percentage of between 40% and 70% of people who have completed the primary series: Mozambique (40.0%), Eswatini (41.1%), Sao Tome and Principe (46.1%), Comoros (46.5%), Botswana (53.1%), Liberia (56.8%), Cabo Verde (52.4%) and Rwanda (66.3%).

Six countries have fewer than 10% of their population who have completed the primary vaccination series: Burundi (0.1%), Democratic Republic of the Congo (3.0%), Cameroon (4.5%), Madagascar (5.1%), Senegal (6.5%) and Mali (7.5%).

Booster doses are being administered to fully vaccinated people (those who have completed the primary series) in 36 out of 46 countries in the African Region (78%). This figure includes 35 countries that have submitted reports on booster shots to the WHO Regional Office for Africa (WHO AFRO). Benin is the only country with no data on booster doses available at national level. In the 35 countries that submitted reports to WHO AFRO, 13.2% of people who have completed the primary series have received at least one booster dose.

Data from 26 countries show that 49.7% of health-care workers have completed the primary series.accounts for 3.5% of doses received in the 35 countries and 2.3% of doses received in the African Region. Senegal (25.4%), Madagascar (23.3%), Algeria (18.8%), Namibia (11.3%) and Sao Tome and Prince (10.9%) recorded the highest percentage of expired doses in relation to those received.

The WHO AFRO continued to provide technical and financial support to Member States to scale up COVID-19 vaccination with a special focus on the 14 priority countries to address equity gaps in COVID-19 vaccination coverage.
The support provided by WHO AFRO through its Vaccine Pillar and efforts made by countries to improve the quality and coverage of COVID-19 vaccination were recognized by the WHO Director-General and the Regional Director for Africa at the Seventy-second session of the Regional Committee for Africa held in Lomé, Togo, from 22 to 26 August 2022. They urged countries to focus on reaching 100% of the highest priority groups with the primary series and assured them of the commitment and support of WHO.

Pour une meilleure coordination conjointe des opérations de sécurité intérieure

Clôture d’un atelier de formation de cinq jours organisé par le CICR, à l’intention de trente officiers supérieurs de la FDNB et de la PNB. Organisé à Bujumbura du 12 au 16 septembre 2022 sous le thème: « les militaires dans les opérations de sécurité intérieure », l’atelier a été sanctionné par la remise des certificats aux  officiers participants.

Les militaires sont parfois appelés à apporter leur soutien aux organes habituellement chargés de faire respecter la loi et  à maintenir l’ordre lorsque ceux-ci ne parviennent pas à maitriser la menace. Ils seront alors amenés à conduire des opérations de sécurité intérieure, dans le respect du droit international des droits de l’homme. En vue de cette finalité, le Comité International de la Croix Rouge a organisé du 12 au 16 septembre 2022, un atelier de formation à l’intention des officiers supérieurs de la Force de Défense Nationale du Burundi et de la Police Nationale du Burundi sous le thème: « les militaires dans les opérations de sécurité intérieure ».

Dans son allocution, lors de la remise des certificats, le Général de brigade Télesphore Barandereka, chargé de l’instruction, de l’ entraînement et des opérations au sein de la FDNB a, au nom du chef de la FDNB,  indiqué que cet atelier a permis aux participants d’acquérir des outils nécessaires qui renforceront leurs capacités sur le rôle des militaires dans les opérations de sécurité intérieure en collaboration avec la police ou les autres  services de sécurité intérieure ou de façon autonome.

Il a cet effet recommandé aux bénéficiaires de la présente formation de s’investir pour capitaliser les acquis de celle-ci, à travers l’organisation, le contrôle de l’instruction et l’entraînement  visant une meilleure application des règles du DIH et des DIDH.

Pierre Emmanuel DUCRUET, chef de mission du CICR au Burundi, a quant à lui fait savoir que le CICR en initiant cette activité à l’endroit des corps de défense et de sécurité, avait comme objectif, de susciter des réflexes de coordination au moment des opérations conjointes. Ainsi, a-t-il poursuivi, « grâce à cet atelier, vous avez pu mener des échanges fructueux entre professionnels de la police et les professionnels de l’armée,  qui vont certainement vous aider dans vos missions ultérieures lors des opérations que vous pourrez effectuer soit ici au Burundi ou ailleurs dans le monde ».

Au nom des participants, le colonel de police Lambert Habonimana a indiqué que cet atelier a été pour eux, une bonne occasion d’échanges d’expériences et de discussions entre les participants sur des bonnes pratiques à adopter pendant les opérations conjointes, en plus des exposés sur des sujets si riches, qui ont été à l’agenda du programme durant les cinq jours qu’a duré l’atelier. Il a profité de cette occasion pour remercier les experts du CICR et d’autres intervenants qui les ont accompagnés durant cette période.

Les officiers participants à cet atelier étaient composés des cadres responsables des opérations,  et  entraînement dans les Etats-Majors et les grandes unités ainsi que leurs homologues de la PNB.

Global Youth Multicultural Forum “Dreams of Youth, Together to Growth” China-Greece Event
