UN launches 10-year survival plan for endangered indigenous languages

From Arctic communities desiring to receive public services in their own languages, to the Arhuaco people in Colombia who still speak Ika, indigenous people across the world are determined to keep their mother tongues alive.

On Friday, the UN launched the International Decade of Indigenous Languages to help them survive, and protect them from extinction.

The Organization has long advocated for indigenous peoples, who are the inheritors and practitioners of unique cultures and ways of relating to people and the environment.

A benefit for all

Preserving their languages is not only important for them, but for all humanity, said the President of the UN General Assembly, Csaba Kőrösi.

“With each indigenous language that goes extinct, so too goes the thought: the culture, tradition and knowledge it bears. That matters because we are in dire need of a radical transformation in the way we relate to our environment,” he said.

Indigenous people make up less than six per cent of the global population but speak more than 4,000 of the world’s roughly 6,700 languages, according to the UN Department of Economic and Social Affairs (DESA).

Alarm bells ringing 

However, conservative estimates indicate that more than half of all languages will become extinct by the end of this century.

Mr. Kőrösi recently returned from the UN Biodiversity Conference in Montreal and left convinced that “if we are to successfully protect nature, we must listen to indigenous peoples, and we must do so in their own languages.”

Indigenous peoples are guardians to almost 80 per cent of the world’s remaining biodiversity, he said, citing data from the UN Food and Agriculture Organization (FAO).

“Yet every two weeks, an indigenous language dies,” he remarked.  “This should ring our alarms.”

The General Assembly President urged countries to work with indigenous communities to safeguard their rights, such as access to education and resources in their native languages, and to ensure that they and their knowledge are not exploited.

“And perhaps most importantly, meaningfully consult indigenous peoples, engaging with them in every stage of decision-making processes,” he advised.

More than words

During the launch, indigenous persons and UN Ambassadors – sometimes one and the same – made the case for protection and preservation.

Language is more than just words, said Mexican Ambassador Juan Ramón de la Fuente, speaking on behalf of the 22-member Group of Friends of Indigenous Peoples.

“It is at the essence of the identity of its speakers and the collective soul of its peoples. Languages embody the history, culture and traditions of people, and they are dying at an alarming rate,” he warned.

Cultural identity and wisdom

Leonor Zalabata Torres, an Arhuaco woman and Colombia’s UN Ambassador, drew applause for her address, delivered partly in Ika, one of 65 indigenous languages spoken in her homeland.

“Language is the expression of wisdom and cultural identity, and the instrument that gives meaning to our daily reality that we inherited from our ancestors,” she said, switching to Spanish. 

“Unfortunately, linguistic diversity is at risk, and this has been caused by the dramatic reduction of the use and the accelerated replacement of indigenous languages by the languages of the majority societies.”

Ms. Zalabata Torres reported that the Colombian government has underlined its commitment to implementing the 10-year plan on indigenous languages, which is centred around pillars that include strengthening, recognition, documentation and revitalization.

Language and self-determination

For Arctic indigenous communities, language is critical to political, economic, social, cultural and spiritual rights, said representative Aluki Kotierk.

“In fact, every time an indigenous person utters a word in an indigenous language, it is an act of self-determination,” she added.

However, Ms. Kotierk said native tongues and dialects “are in various levels of vitality”.

She envisions a time where Arctic indigenous peoples “can stand taller in their own homelands with dignity, knowing that they can function in all aspects of their lives, in their own language, receiving essential public services in the areas of health, justice, and education.”

Towards linguistic justice

Mariam Wallet Med Aboubakrine, a doctor from Mali, advocates for indigenous peoples in Africa, particularly the Tuareg.

She urged countries “to deliver linguistic cultural justice to indigenous peoples”, which will only contribute to reconciliation and lasting peace.

She expressed hope that the International Decade will culminate with the adoption of a UN Convention “so that every indigenous woman can cradle and comfort her baby in her language; every indigenous child can play in their language; every young person and adult can express themselves and work in security in their language, including in digital spaces, and to ensure that every elder can transmit their experience in their language.”

1st Annual Review of Greece – UK Strategic Bilateral Framework (06.12.2022)

“Greek Alternate Minister of Foreign Affairs, Miltiades Varvitsiotis, and the UK Parliamentary Under Secretary of State for Europe, Leo Docherty, met on 6 December 2022 to carry out the first annual review of the Greece – UK Strategic Bilateral Framework (SBF). The two Ministers discussed progress under the various SBF pillars which helped to strengthen further UK-Greece bilateral cooperation in support of our shared objectives and in addressing common concerns. The Ministers also identified future initiatives to build on our close and historic ties to work ever closer in the pursuit of new opportunities and tackle global challenges.

Foreign and regional policy

The Ministers recalled the breadth of our shared foreign policy objectives and our cooperation in bilateral and multilateral fora over the last twelve months. The UK and Greece, together with our other partners and allies, have stood in solidarity with Ukraine and the international community in condemning Russian aggression. There has also been a regular exchange of views on a broad range of issues such as the situation in the Eastern Mediterranean, including the Cyprus issue, as well as developments in the Western Balkans and the Middle East. The UK and Greece agree that the security and stability of the wider region, on the basis of full respect of International Law and the fundamental principles of the UN Charter, is a key common objective and committed to continue engaging pro-actively with our partners towards this aim. The ministers re-affirmed their desire to further deepen our foreign policy cooperation and committed to holding a series of strategic dialogues on priority foreign policy areas over the coming year. 

Bilateral defence cooperation

As well as ongoing high level defence engagement in multilateral fora over the last year, UK-Greece Defence cooperation has focussed on training, education and interoperability, particularly across Single Service domains. For the coming year, the UK and Greece agreed to continue this cooperation and seek an opportunity for the Ministerial signing of a Joint Vision Statement for a stronger bilateral defence and security partnership; as well as committing to sustained interoperability and work to support and enhance our mutual defence capability.

Trade and investment, and Healthcare

The Ministers committed to supporting further efforts to promote trade and investment opportunities between the UK and Greece, with a particular focus on priority sectors including clean energy, life sciences, healthcare, real-estate, agri-food industry, technology and digital, defence, and transnational education.

Digitilisation

The Ministers also noted the intention to explore opportunities for sharing best practice and expertise in the field of government digitalisation.

Tourism

The Ministers welcomed this year’s outstanding visitor numbers – the number of UK tourists travelling to Greece this year was the highest ever – and agreed to explore opportunities for further enhancing tourism cooperation and expertise sharing, particularly around diversification and sustainability. The Ministers also committed to working together in response to the practical changes related to the introduction of the new EU Entry and Exit scheme and the European Travel Information and Authorisation System and the upcoming UK equivalent. 

Maritime Affairs

In recognition of both countries’ priorities, as historic maritime nations, the Ministers welcomed progress made so far on operational issues, including for UK-flagged yachts and the mutual recognition of seafarers certificates in accordance with IMO/STCW Convention. They agreed that the UK and Greece will continue to engage and seek opportunities to further develop cooperation in this field, including promoting green shipping and supporting UK/Greek companies in the maritime sector.

Education, research, innovation and culture

The Ministers agreed to further develop opportunities, within the framework of the Bilateral Cultural Convention signed in 1951 and through the UK-Greece Strategic Partnership in Education – established in 2021 to promote international partnerships between UK and Greek Higher Education Institutions, to support student mobility and research collaboration. Work will continue to encourage more institutional partnerships; promote closer collaboration in research and innovation; facilitate further student and teachers’ mobility opportunities.

Law Enforcement

The Ministers noted the excellent level of existing bilateral law enforcement cooperation, including working together to tackle Serious Organised Crime, CT capacity building, strong judicial cooperation, and countering Gender Based Violence. The Ministers noted the potential to further expand this cooperation through smoother exchange of intelligence, and by tackling the illicit finance which underpins serious criminal activity.

Migration

The Ministers noted the regular Home Office and Migration Ministry engagement and dialogue on migration issues, exchanges of best practice, and operational cooperation in managing illegal migration and against organised immigration crime in the Eastern Mediterranean. The Ministers noted the commitment to continue both operational cooperation and the exchange of best practice, including maintaining a regular UK-Greece Strategic Migration Dialogue.

Climate change and environmental issues

In recognition of both Greek and UK shared priorities around climate change, including on commitments made at COP27. The Ministers agreed to support continued collaboration and engagement, with a particular focus on the renewables and clean energy sector, green shipping, exploring opportunities for Greek firms to access UK green finance, and strengthening sustainability cooperation between our cultural institutions”.

CGTN: China injects vitality into global biodiversity protection

BEIJING, Dec. 16, 2022 /PRNewswire/ — The importance of biodiversity in human development can be gauged by the fact that over half of the world’s GDP comes from natural resources and the livelihood of over 3 billion people depends on marine and coastal biodiversity. However, the Earth’s ecosystem is under threat as the UN statistics show that 97 percent of the ecosystem has been degraded.

Chinese President Xi Jinping called on the international community to jointly respond to climate change and biodiversity loss while delivering a speech at the opening ceremony of the high-level segment of the second part of the 15th meeting of the Conference of the Parties to the Convention on Biological Diversity, or COP15, via video link on Thursday.

Xi said we need to jointly work for the conclusion of the Post-2020 Global Biodiversity Framework and identify targets and pathways for global biodiversity protection.

China will do its best to support and assist fellow developing countries through the Belt and Road Initiative International Green Development Coalition (BRIGC) to elevate global biodiversity governance to a new height, Xi said.

He also mentioned the Kunming Biodiversity Fund during his speech to show that China will do its best to help developing countries with biodiversity protection.

At the COP15 leaders’ summit in Kunming, southwest China’s Yunnan Province, in October last year, Xi announced China’s initiative to establish the Kunming Biodiversity Fund and take the lead by investing 1.5 billion yuan (around $215 million) to support biodiversity protection in developing countries.

Over the years, China has supported international biodiversity protection efforts. It was among the first to sign and ratify the Convention on Biological Diversity (CBD) and has become the largest contributor to the core budget of the CBD and its protocols since 2019.

According to China’s white paper on biodiversity conservation, the country has supported more than 80 developing countries in biodiversity conservation under the framework of South-South cooperation.

Domestically, China has in recent years stepped up the development of a national park-based nature reserve system, drawn up ecological conservation red lines nationwide, and pushed for the integrated conservation and systematic restoration of mountains, rivers, forests, farmlands, lakes, grasslands and deserts.

The first batch of national parks, including the Hainan Tropical Rainforest National Park and the Giant Panda National Park, was established last year and more are in the pipeline. The international community has also recognized the ecological conservation red lines as an innovative nature conservation model. The lines cover zones critical to environmental function or ecologically sensitive to protect the vast majority of rare and endangered species and their habitats.

Consequently, the habitats of wild animals have been expanding, and their populations are growing in China, according to the white paper titled “Biodiversity Conservation in China,” published by the State Council Information Office in 2021.

For example, the population of giant pandas in the wild has grown from 1,114 to 1,864 over the past 40 years. Meanwhile, the number of crested ibises has increased from only seven to over 5,000, and the number of Hainan gibbons, the world’s rarest primate and the most endangered among all gibbon species in the world, have increased from less than 10 in the 1980s to at least 36 at present.

The white paper states that China has established nearly 10,000 nature reserves, accounting for about 18 percent of the total land area.

In the future, China will continue to enhance diversity and sustainability in its ecosystems.
